健保署破除不實網路謠言  Rumor Quashed by Ministry of Health and Welfare

2016年12月26日通過婚姻平權初審，引來反同婚人士的不滿，加上網路盛傳同性婚姻合法化，將促使外籍同志愛滋感染者為取得免費愛滋藥物治療，來台與我國同志結婚，進而拖垮台灣健保；健保署特別發聲明澄清，外籍配偶不是一結婚就即刻享有健保，是必須領有居留證明文件，且在台居留滿6個月，才能享有健保。健保署主秘沈茂庭表示：根據統計2015年間愛滋病感染者的門住診醫療支出統計，每人平均藥費為新台幣13萬2千多元，加上檢驗費等所有醫療費用，一人平均新台幣16萬2千多元，不是外傳的新台幣35萬元。

The first draft of the marriage bill was passed in the parliament on December 26  2016, causing resent from those against same-sex marriage. Adding to this, Internet rumor has it that legalizing same-sex marriage will entice those living with HIV/AIDS to seek marriage with Taiwanese nationals in order to receive free treatment, and this would create a tremendous burden on Taiwan’s national health insurance plan. Responding to this, Ministry of Health and Welfare clarified, claiming that foreign spouses have to be residents in Taiwan for six months and have to have proof of residency before national health insurance applies to them. According to the Ministry, the average medical expenses for each person living with HIV/AIDS in 2015 were approximately NTD 160,000, not NTD 350,000 as it has been rumored to be.

安全性行為與正確性觀念更重要  Safe Sex and Accurate Sex Concepts Matter More

根據2014年衛生福利部疾病管制署(Centers for Disease Control)公開資料顯示，本國籍累計共通報HIV感染者28,710人，AIDS 發病者11,290人。感染者性別以男性為主（93.7%），男女性別比達15：1。主要傳染途徑以不安全性行為為主，共佔74.9%(男男間性行為佔 56.4%，異性間性行為佔18.5%)，其次是注射藥癮者，佔23.8%。感染者診斷年齡別以15-44歲為主(87.6%)，以男男間性行為者所佔比 例最高，但其所佔比例隨年齡增加而下降。因此，擁有健康正確的性觀念，以及安全性行為才是預防愛滋的不二法則。

According to the figures published by Centers for Disease Control, in 2014, the number of people reported to be HIV positive is 28,719, and 11,290 of them live with AIDS. The majority of them are male at 93.7%. The main cause is unsafe sex, accounting for 74.9% of all those infected. Next common cause is injection drug use, at 23.8%. The majority are in the age group 11-44, at 87%. Although the highest percentage is found among homosexual males, this percentage is decreasing year to year. In a word, having a healthy attitude toward sex and practicing safe sex is the best prevention to AIDS.
